I never noticed this, but the tree control in Windows Vista's explorer has no horizontal scrollbar. The tree control automatically scrolls depending on the node selected in the tree control. To see this feature see Dynamic multi-dimensional scrolling.
The lack of the horizontal scrollbar is not missed, because we can still see the information. We even save mouse clicks and we don't have to change focus from selecting to scrolling.
